IMPORTANT: Continuing Coverage

If you are an hourly member of the MOE Health Plan Marketplace, you have the option of making a one-time self-payment per eligibility period to continue your Welfare Fund coverage.

If you are a monthly Plantsmen (Plan B), you have the option to make up to four self-payments.

For all health plan options, either hourly or monthly members, when you experience a qualifying event, you will be offered extended Welfare Fund coverage under COBRA for up to 18 months and eligible covered dependents could receive extended Welfare Fund coverage under COBRA for up to 36 months.

Recently President Biden signed into law the American Rescue Plan Act of 2021.  Under this new law, the government will provide 100% COBRA premium assistance beginning April 1, 2021 through September 30, 2021.

Who is eligible for this COBRA subsidy?  The COBRA premium subsidy is available to individuals who lose their welfare coverage due to involuntary loss of employment, layoff, or reduction in hours. If you qualify under this rule, you and all your current eligible covered dependents may elect to continue coverage under COBRA at no cost.  

  • The subsidy would not be available to individuals who have voluntarily terminated employment, retired or are eligible for other group coverage including Medicare. 
  • Individuals are entitled to receive the subsidy until they re-establish eligibility under the Welfare Fund or become covered under another group health care coverage, including Medicare, or September 30, 2021 whichever comes first.
  • Individuals receiving the COBRA premium subsidy are required to notify the Fund Office if they become eligible for other coverage as this will impact your eligibility for subsidized COBRA coverage.
  • Individuals who are eligible for the COBRA premium subsidy will be allowed to return to the health plan option they were eligible prior to receiving the COBRA premium subsidy if they regain eligibility under the Plan’s rules before September 30, 2021.
